Delegate Sam Rasoul represents the 38th District which consists of part of Roanoke City.
Delegate Rasoul represented the 11th District in the Virginia House of Delegate for 10 years from 2014 until January of 2024 and most recently was elected to the 38th District this year. Rasoul is a member of the Legislative Black Caucus and the Rural Caucus in the House of Delegates.
